Job Description:
Top Regional utility company seeks Assistant Plant Manager.
The Assistant Plant Manager implements activities necessary to effectively manage the EHS Program at two Generating Stations. The Assistant Plant Manager is responsible for ensuring site compliance with federal, state, and local laws, regulations, standards and company policies involving environmental, health, safety and security regulations; for the reduction of risks associated with energy production; with focus on environmental sustainability, general safety, environmental safety, industrial hygiene and the maintenance of OSHA VPP certification. Additionally, the Assistant Plant Manager assists the Plant Manager in operating the two facilities. This includes assisting the operations, maintenance and financial departments, and filling in for the Plant Manager during absences.
More specifically, the Assistant Plant Manager’s duties include the following:
· Responsible for implementation of the SPDES permit/program including treatment monitoring, data collection, data reporting and other permit conditions, completing special studies and record keeping.
· Assumes role as station contact on environmental air issues (NOx, SO2, Title V and GHG reporting).
· Assist operations department on an as needed basis, including developing and reviewing operating procedures.
·Participate in the planning and scheduling of all plant activities.
· Assist in the development and administration of the operating budget.
· Act as alternate contact point for station operation.
· Handle all marine responsibilities, including overseeing fuel handling and interacting with the U.S. Coast Guard and OPA requirements.
·Capable of providing leadership and direction as a Qualified Individual (QI) and Facility Security Officer (FSO) duties as required.
· Responsible for hazardous waste/materials management including storage, shipping, record keeping, data reporting, and emergency response.
·Station coordinator for environmental programs including SPDES, hazardous waste, SARA, SPCC, solid-residual waste, air programs, Right-to-Know, asbestos safety and injury reporting and groundwater monitoring.
·Primary station interface with Environmental Affairs, other Company departments, and regulating agencies (NYPD, NYFD, USCG, FEMA, NYSDEC, NYCDEP, and EPA) for permits, data reporting, record keeping, inspections, tracking of safety issues and station education on safe work practices etc.
·Responsible for the SPCC plan development, updates, and site remediation responses.
· Responsible for station coordination of environmental audits, audit responses, closures and subsequent corrective actions.
·Implement health, safety, environmental and security initiatives.
· Effectively interact with managers and employees at all levels, leading employee teams for continuous improvement and achievement of specific EHS business goals.
· Prepare or ensure completion of daily, weekly, and monthly site EHS reports and all regulatory reports/statistics.
·Ensure maintenance of all required EHS related permits and licenses.
·Track environmental and safety metrics.
· Develop and deliver training programs to meet regulatory requirements and company objectives.
· Drive root cause analysis and corrective actions.
· Develop and direct a strong structured safety process to drive a positive safety culture, insisting on consistent implementation of and adherence to policies and procedures to prevent employee injuries and minimize workers compensation costs. Interface with regulatory agencies relative to inspections, inquiries and associated corrective action plans.
· Other duties and assignments as necessary.
Requirements include:
·Qualified candidate must have a BS degree in mechanical, chemical or environmental engineering, physical sciences, industrial hygiene, or other engineering discipline. MS in Engineering, PE license or MBA preferred.
·10-15 years of power plant experience, ideally GE Frame 5 equipment or gas turbine equipment, including 4 years in an environmental, health and safety position.
· Demonstrated knowledge of environmental, health and safety regulations (OSHA, EPA, DOT, etc.). This includes knowledge of compliance with asbestos, noise, LOTO and RCRA/hazardous waste regulations.
· Knowledge of Power Generating/station operations.
· Demonstrated ability to work well with all functional departments and corporate office.
